Update 24/9/20: West Sussex Council worker Amy Perry replied to my email: "I have spoken to my colleagues, and all they could say was that that basement store area can feel a bit weird' sometimes and that strange noises can be heard in the office area, but this may be the old air conditioning and plumbing systems. We don't have any written or oral accounts of any odd or inexplicable phenomena in recent years, I'm afraid."
