"The Man In The Black Hat" haunts this building, his headgear described as hailing from the Quakers. He has been seen both inside and outside the building, walking down Saville Row towards the Assembly Rooms, or between Portland Place and George Street, where he also wears a black cloak.

Issue 453 of the Fortean Times features details of correspondence between researcher Andy Owens and Alice Hancock-Parr, the Business Services Co-ordinator for Bath Assembly rooms. She mentions "the man in the black top hat" but says that she knows of no first hand accounts of anything spectrally untoward. She tells of two night-shift security guards a few years ago who heard someone walking in a corridor outside their office, and they saw the door handle tried, but there was no-one there when they checked. A cleaner also heard what sounded like someone walking about and even checked to see if anyone else had signed in at the staff entrance.
