Temperature drops, cupboards moving by themselves and other phenomena have been blamed on "Charlie the ghost", a 'resident' of the cellars. He is thought to be a prisoner who was tortured on the medical table in the cells. A 2026 article claims that, "many staff are said to have heard sounds of a full court in session even though the city hall has not been used as a courtroom for over 20 years."

Update: 10/3/20 Alan Bainbridge, the City Hall Receptionist, tells me that, "As far as City Hall as a haunted location is concerned, I haven't experienced anything myself in the 31 years I have worked in the building. However, a number of articles have appeared in the local press over the years concerning a ghost named "Charley" who is supposed to have been arrested and locked in the cells in the 1800s prior to his execution at Armley Prison in Leeds."
